Kerala Sahayahastham Scheme 2021
The kerala government has launched the Kerala Sahayahastham Scheme 2021 or CM Helping Hand Loan Scheme (CMHLS). The primary aim of this scheme is to provide an interest-free loan to the women in the SHG (Self Help Groups). The government has planned to cover as many women as possible, approximately 2000 crore rupees have already been distributed under this scheme, and CMHLS has benefited over 22.77 lakh women. The government focused on helping the Women SHGs, who unfortunately lost their livelihood due to the Covid-19 pandemic outbreak.
The women who would benefit from the Kerala Sahayahastham Scheme 2021 are Kudumbashree’s 1.95 lakh neighbourhood groups (NHGs). Under the scheme, a loan will be provided for 36 months (3 years). At the same time, a six-month moratorium is also included in the repayment.

The Chief Minister launched an Rs. 20,000 crore economic package in the aftermath of the epidemic in March 2020, which includes this CMHLS interest-free loan scheme for Kudumbashree ladies. On 22 April 2020, state minister A C Moideen kicked off the scheme by giving loans to two neighbourhood groups in Thiruvananthapuram Corporation. CM Helping Hand Loan Scheme is a part of Rs. 20,000 crore economic package declared by the kerala CM during the pandemic in March 2020. The Kerala Sahayahastham Scheme 2021 was started by the CM on 22 April 2021 by issuing loans to two neighbourhood groups in Thiruvananthapuram Corporation. The scheme would be applied the same way that the “Resurgent Kerala” loan scheme was handled following the floods.

Repayment Track Record of NHGs
The neighborhood groups have a proven track record of repaying the loans they have received. Over 3 lakh NHGs are covered under the Kudumbashree, with an average loan of Rs. 4.5 lakh. Due to the collective responsibility of group members, the repayment percentage is over 98 percent. Thiruvananthapuram tops the list of Kerala districts, with 2.9 lakh members of roughly 24,000 groups making use of the loans. Thrissur came in second with 2.56 lakh members and 20,500 groups.
The Kerala government would pay an interest subsidy of Rs 350 crore for the Sahayahastham Scheme. The state government launched the Resurgence Kerala loan initiative in FY 2018 to assist flood victims. The loan has a 98 percent repayment rate, and the state government would spend roughly Rs. 300 crores on interest. 1.95 lakh members of 26,000 SHGs benefited from the Rs. 1,750 crore schemes.
